NOTICE IS HEREBY GIVEN THAT A MEETING OF THE BISHOP'S CASTLE TOWN COUNCIL WILL BE HELD IN THE TOWN HALL ON TUESDAY 10TH JANUARY 2006 AT 8.00 P.M.

1. Apologies for absence.

2. Declaration of Interest: Members are requested to declare any personal and/or prejudicial interests they may have in matters to be considered at this meeting in accordance with the terms of the Local Authorities (Model Code of Conduct) (England) Order 2001 issued under Section 51 Local Government Act 2000 as follows:

3. Minutes of the Council Meeting held on Tuesday 6th December 2005.

4. Matters Arising - Relevant information following the last meeting.

5. Members of the public wishing to speak. Notice must be given prior to the commencement of the meeting. (Maximum of three minutes per person).

6. Town and Country Planning Act:
a) 1/05/17776/OE Overhead Electricity Supply -Installation of an overhead line. Pumping Station at Oakley Borehole, Bishop's Castle.
Wayleave Survey and Engineering Ltd.

b) 1/05/17205/F Erection of a dwelling: conversion of (existing) building to domestic garage and store; use of land for the (temporary) siting of a mobile home.
The Bakery, Church Street, Bishop's Castle, Mr Thorpe and Ms Bath.
Appeal to the Secretary of State. Previous comments have been forwarded. Do Councillors wish to add, withdraw or modify these.
(The proposal on 19th July was, "an objection on the grounds that the building was too high for the lie of the land , also that a section 106 be pout on the development to prevent the Old Bakehouse being sold in future as a separate building.)

11. Handrail on steps in Market Square at the junction of High Street.
Request for a handrail adjacent to these steps. Decision

12. Street lighting contract
Dissatisfaction with the manner in which the light in Castle Street was repaired.

13. Welsh Street - street cleaning
Request for street cleaner to be given more hours to clean Welsh Street.

14. Stone House Hospital
Consideration of the letter received from Mrs Middleton. (see attached) Decision

15 Acre of Land - allotments
Consideration of the reply received from Cllr. Hurst-Knight and the minutes of the meeting where the decision of a 6 month break clause was reached (see attached. Should a letter be sent suggesting a break clause of 12 months instead of 6 months. Decision

16. Laburnum Alley (from the kissing gate to Union St)
There has been no progress in the resurfacing of this stretch of path. Should tenders be reconsidered? Decision

17. FP 22, Bowling Green Close and FP 24, Love Lane Industrial Estate.
Application for the diversion of these two paths. Do Council wish to make any representations. Decision

18. Town Centre Floral Decorations
Request from the Tourism Group for £184 for floral decorations, being 1/3 of the cost. Decision

19. Lights in Bowling Green Close
Approval for the repair/ replacement of the lights in Bowling Green Close. (Discussed at last meeting)

18. Police operations in Bishop's Castle - Cllr. Gaffney.
Request for discussion/ more information on the Police operations carried out in Bishop's Castle on 25th November and 16th December 2005. Discussion

20. Report of recent meetings attended by Council representatives.

a) (i) Shropshire County Council - Changes to the operation of the registration service in South Shropshire. As from 1st February 2006 the Registration Office at the Pines will close and relocate to Enterprise House.
